According to the DOT CFR 49 172.604

The DOT, FAA, IMDG, IMO and ICAO require companies / persons offering hazardous materials for transport to have an emergency response telephone number on shipping papers where information can be obtained immediately from a person knowledgeable of the materials’ hazard. This includes aviation businesses, especially those involved in the area of aviation maintenance.
Note: Cellphones are not considered a
valid emergency response number for shipping due to signal/reception dead zones, loss of service or the fact that they may be left unattended.
